REQUEST FOR PROPOSALS FOR AUDITING SERVICES
The Victoria County Groundwater Conservation District announces a request for proposals to audit the financial records of the District in accordance with federal, state, and local regulations based on generally accepted account principles and Texas Administrative Code. Experience auditing groundwater conservation districts with responsibilities and duties associated with Chapter 36 of the Texas Water Code is preferred but not mandatory. Auditing services are to commence after the close of the District's fiscal year ending September 30, 2016. The governing body of the District will review the services provided and associated agreement on an annual basis. The agreement may be renewed annually. Interested parties may obtain a copy of the request for proposals by downloading a digital copy from the District's website: www.VCGCD.org. All questions regarding the request for proposals should be directed to the District at 2805 N. Navarro St, Suite 210, Victoria, Texas 77901. The deadline for submitting proposals is November 3, 2016 before 5:00 P.M. Late submittals will not be accepted.

In 2005, the Texas Legislature created the District (see SPECIAL DISTRICT LOCAL LAWS CODE Chapter 8812 ) and the District was confirmed by 73 percent of the voters.
The District's Management Plan is intended to serve as a tool to focus the thoughts and actions of those given the responsibility for the execution of the District's activities as well as to provide information to District staff, landowners, and others responsible for the execution of, or compliance with, the District's policies and rules. The District will carry out its programs and responsibilities in implementing this Management Plan in a prudent and cost effective manner. The District, with public input, will adopt and enforce Rules necessary to implement this Management Plan.
